CRA exists to ensure that premium cigars aren’t swept up in the same category as mass-produced or flavored tobacco products. While public policy often paints “tobacco” with a broad brush, CRA has spent years educating lawmakers and the public on why premium cigars are different—handcrafted, natural, and enjoyed responsibly by adults.

What Defines a Premium Cigar?

Not every cigar earns the title “premium.” To qualify, a cigar must meet a strict set of standards, including:

  • Wrapped in whole tobacco leaf

  • Made entirely of leaf tobacco binder and long-filler tobacco (at least 50% by weight)

  • Hand-rolled without the use of machines

  • Containing no filters, tips, or flavor additives

  • Made only with tobacco, water, and natural vegetable gum

  • Weighing more than six pounds per 1,000 cigars

These guidelines help distinguish fine cigars from factory-made products and protect them from being unfairly lumped into “tobacco” regulations designed for cigarettes and vapes.

A Landmark Win—But the Battle Continues

In August 2023, CRA and other industry organizations achieved a landmark victory when Judge Amit P. Mehta of the U.S. District Court ruled that the FDA had not properly evaluated the unique nature of premium cigars before imposing sweeping regulations. The decision effectively removed premium cigars from FDA oversight—at least temporarily.

It was a massive win, funded by years of legal work and millions in donations from cigar manufacturers and supporters. However, the FDA has since appealed the ruling, meaning CRA’s mission is far from over.

United for the Cause

Under the leadership of Executive Director Mike Copperman, CRA operates with a small but dedicated team focused on membership, legislative affairs, and outreach. Their strength lies in collaboration—with both cigar brands and local cigar shops across the U.S.

Some of the industry’s most respected names, including Arturo Fuente, Ashton, Padrón, Oliva, Rocky Patel, Tatuaje, J.C. Newman, and La Flor Dominicana, are steadfast supporters of the CRA’s efforts. Many CRA-affiliated retailers proudly display the Great American Cigar Shops designation to show their commitment to cigar freedom.
